Plan In
Plan In is a specialist plan making practice focused on complex Local Plans and major development areas across England.
The practice is regularly appointed where plan making programmes are complex, politically sensitive or have stalled, and where the strategic direction needs to be recovered or established. It works with developers, landowners, planning agents and local planning authorities across the regions, with particular experience of plans and growth areas where strategic sites are central to the spatial strategy.
Plan In is led by director Sara Dilmamode and works with a small network of trusted collaborators where projects require additional specialist expertise.
Sara Dilmamode MRTPI
Director
Sara Dilmamode is a Chartered Town Planner with more than 20 years' experience leading complex Local Plans and infrastructure strategies across England. She began her career in the private sector, where she also trained and practised as a volunteer mediator, before moving into senior plan making roles across local authorities in London, the North West and the Midlands.
She is regularly appointed where plan making has become complex, contested or stalled and where the evidence needs to be properly understood before the strategic choices can be made clearly. That work has taken in spatial strategy, the allocation of strategic sites, infrastructure policy, viability and the governance of long-running Local Plan programmes, involving developers, landowners, elected members and communities across a wide range of plan making contexts and growth areas in different regions.
Sara has contributed to national best practice guidance on plan making and developer contributions through the Planning Advisory Service and the Local Government Association. She holds degrees in planning and geography from the London School of Economics and London South Bank University and is a Chartered Member of the Royal Town Planning Institute.
