Plan In is led by Sara Dilmamode MRTPI who has worked in plan-making for more than 20 years. Sara leads a small team of planners at Plan In, all qualified and experienced in spatial strategy and plan-making. The practice is deliberately small. On larger commissions we bring in additional planners we have worked with before.

Prior to establishing Plan In, Sara worked in both local government and consultancy. She founded Citiesmode Planning in 2015 and ran it until 2021, when she established Plan In. During that time she wrote national guidance for the Planning Advisory Service for authority leadership teams on infrastructure planning governance and developer contributions, and Citiesmode won the NHS England Healthy New Towns Design Challenge in 2017.

Between 2024 and 2025 she was Principal Consultant at the Planning Advisory Service, working on local plan reform and tools for the new system of plan making.

She holds an MSc in Regional and Urban Planning Studies from the London School of Economics and an MA in Planning Policy and Practice from London South Bank University, and is a Chartered Member of the Royal Town Planning Institute.
