Plan In advises on the strategic questions that shape Local Plans and the plan making programmes that produce them, including the treatment of major development areas and strategic sites within them.
Strategic sites raise some of the most consequential questions in plan making. Whether a site fits the spatial strategy, what the evidence supports, how infrastructure and environmental constraints interact with delivery expectations, and whether the plan's logic holds together when tested at examination are questions that require careful analysis of the emerging plan and the evidence base behind it, not simply a read of what the plan currently says.
Advice is provided through focused briefing notes, independent reviews and structured discussions with organisations involved in plan making or strategic development.

Evidence and intelligence
Strategic advice is only as good as the analysis behind it. Plan In works through the evidence that shapes plan making strategies: housing need assessments, infrastructure assumptions, environmental constraints, viability and delivery expectations.
Understanding what the evidence actually supports, where it is uncertain and how it is likely to be read at examination is often the most important part of the work. For organisations with a stake in a strategic site, that kind of intelligence sits at the foundation of any credible plan making strategy.

Facilitation and mediation
Some plan making problems are not primarily technical problems. They are conversations that have become difficult, or that have not yet properly started.
Plan In facilitates structured discussions between organisations involved in a growth area, or between teams within a local authority where plan making issues need to be worked through together. The aim is not to force agreement. It is to create the conditions in which the right choices become clearer and progress becomes possible.
